Â Supervisor Anthony J. Santino has initiated a unique program for seniors who need assistance with taking care of upgrades for their homes. These projects include windows, siding, heating systems, and roofs, to name but a few. For seniors who qualify (see chart), the Town of Hempstead is offering interest-free loans that are not due for repayment until the homeowner sells his or her home.

Eligibility is based on a variety of criteria similar to applying for a regular mortgage, except that there is a maximum annual-income limit for those applying. Income used for qualifying can be a total of all persons presently living in an existing dwelling applying for a loan.
All applicants must be in good standing with their existing credit credentials, 62 years of age or older, and the owner of a single-family house for at least two years. If the home is in a life-estate status or in a trust, or if the homeowner owns more than one home or presently has a reverse mortgage, the homeowner is not eligible for this program. Residents of incorporated villages are also not eligible for this town program.
Once a homeowner applies for a home-improvement loan and is approved, the Town of Hempstead coordinator will select an independent contractor who will be hired to make all the home improvements approved by the loan. The independent contractor will be overseen by a town employee during the entire construction process to make sure the work is done correctly.
This is a wonderful and creative project for those eligible senior citizens who need a variety of home-maintenance repairs so they can continue to enjoy their homes comfortably.
